U.S. citizens that are applying for a passport using a DS-11 form can pay the fee online at https://www.pay.gov/public/form/start/1274042472/ .

If you are unable to pay online prior to your appointment, payment may be made at the embassy in U.S. dollars or the equivalent in Kenyan shillings, or credit card (VISA, MasterCard, Diners, American Express, and Discover)
